Like the 2008 report of the same name, this paper provides a descriptive mapping of humanitarian financing instruments and assesses the relative advantages and drawbacks of each in achieving the Good Humanitarian Donorship objectives of flexibility, timeliness, results, efficiency, coordination, capacity-building, predictability, partnership-building, and strategy-setting.
